OK  (this takes many minutes to run - get coffee - requires restart)

2.  Turn off some services.
        Start
    run Services.msc
    disable Tablet PC Input Service
        add Telnet client

3.  Remove Aero "eye-candy" theme.
    Right click desktop
    Personalize

    Open Classic Appearance Properties
choose Windows Classic or Windows Standard theme

      and select 'Run as Administrator".

   b. In the command prompt type "net users Administrator /active:yes" (Note the capital "A" in Administrator)
and press Enter, you will get a confirmation as "The command completed successfully".

   c. Click Start, and type "regedit" in the search area and click Enter, navigate to:       [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System]
Double click on "FilterAdministratorToken" and set it to "0"

5.  Relax User Account Control policy (two methods, control panel method not useful for AD)

a.  msconfig method, standalone workstation

   Launch Start/msconfig
Scroll down to disable UAC, click Launch, restart

If network member, also edit local group policy
   Start/cmd gledit.msc
   If Active Domain environment,
Start/cmd gpmc.msc from a member of the domain
    drill down to computer config/windows settings/security settings/local policies/security options
in the right pane, scroll to find user access control policies/change appropriate policies
   OK/restart

       b. control panel method
   User Account and Family Settings
   Add or Remove User Account
   Choose an account
Clock main User Account page link
Make changes to your user account
   Change Security settings
   unselect User User Account Control
   OK
   restart

Legacy program installs may reguire installation in a folder other than Program Files, which is security protected, and even the above changes don't affect.
